Tim Deere-Jones on the Fukushima Daiichi Radioactive Water Discharge into the Ocean.

The archive video of the zoom conference on 5 November 2022 given by Tim Deere-Jones on the issues of discharging Fukushima Daiichi radioactive water into the ocean, and of seabed dredging — a comparison between Fukushima Daiichi and Hinkley Point, is now available.

Radioactive materials released in large quantities on the days following the beginning of the TEPCO Fukushima Daiichi Nuclear Power Station accident flew over the Pacific Ocean on the prevailing westerly winds, falling and depositing on the ocean floor.

Radioactive fallout on land also flowed into the sea washed by rain and carried by rivers. Uncontrolled inflow of contaminated water from the Fukushima Daiichi Nuclear Power Plant site into the ocean has also increased the contamination of the seabed.

Such radioactive materials from the accident can be transferred from sea to land by the wind and contaminate the environment, including pastures and crops.

Tim Deere-Jones points out the risks of the wide rediffusion of the contamination mainly towards the south, situated downstream of the ocean current, by the release of the treated radio-contaminated water. This discharge of radioactive water is planned for over a period of 10 years.  Further contamination can also be caused by the construction work of the discharge facilities.

３１１東京電力福島第一原発事故で、メルトダウンした核燃料を冷却するために投入され、汚染された大量の水。その放射能汚染された水は、現在もタンクにたまり続け、多核種除去設備（ALPS）での処理を経てもなお汚染が残る、いわゆる処理汚染水となります。

日本政府や東電は、地元や市民・専門家の反対、世界各地からの強い抗議の声にも関わらず、処理汚染水の海洋放出を前提とする設備工事に着手、強行しようとしています。

そのような姿は、世界の人々にどのように映っているのか？

6月の韓国の環境アクティビスト・ドルコレさんのお話からは、地球規模の環境問題として捉えることの重要性を再認識しました。

今回は、欧州で長らく海洋汚染問題に取り組んでこられた専門家のティム・ディアー＝ジョーンズさんから、お話を伺いたいと思います。

◎講師：Tim Deere-Jones　ティム・ディアー＝ジョーンズさん

1980年代から政府や産業ロビーから独立した海洋汚染研究者、コンサルタントおよび反対キャンペーン運動家として活動してきました。カーディフ大学（ウェールズ）の海洋研究学部で教育を受け、卒業論文では海洋汚染物質の海から陸への移動をテーマにしました。 彼は、北極からオーストラリアに至る海洋環境を対象としたキャンペーンで、海洋と沿岸に関する幅広い問題を扱ってきました。特に、海洋の放射能汚染と炭化水素汚染に関する問題に関心と造詣が深く、これに焦点を当て取り組んできました。 ディア＝ジョーンズ氏は、主要な海洋環境NGO、地方自治体、市民キャンペーングループと協力しあって活動してきました。 汚染産業のために、または汚染産業とともに働いたことはありません。

鬼塚チェイス円（Madoka Chase Onizuka）さん
1997年、大阪大学大学院国際公共政策研究科の修士課程修了。5年間メコン河流域の開発援助問題を取り上げているNPOで勤める。その後、フリーランスとして英日の通訳、翻訳、ヨガインストラクターなどをし、現在は高校の英会話講師やライフコーチ、英語のオンライン坐禅会を展開中。

杉田くるみさん
フランス国立科学研究センターに勤務の後、現在は定年退職済み。2013年にフランスでNGO Nos Voisins Lointains 3.11「遠くの隣人3.11」を創立し、この団体を中心に活動。「遠くの隣人3.11」は「よそものネット」にも加盟。アメリカのNGO Beyond Nuclearの理事。

Who is Tim Deere-Jones?
Tim Deere-Jones has been working as an independent Marine Pollution Consultant/Campaigner and Researcher since the 1980’s. He was educated at the Cardiff University (Wales) Department of Maritime Studies, where his dissertation researched the sea-to-land transfer of marine pollutants. Tim has worked on a wide range of marine and coastal issues on campaigns covering marine environments from the Arctic to Australia. Tim has a particular interest, expertise and focus on issues related to marine radioactivity and marine hydrocarbon pollution. He has worked with, and for, leading marine environmental NGOs, Local Government organisations and Citizens Campaign groups and has never worked for, or with, the polluting industries.

Message contre le rejet à la mer d’eau radioactive

Le 13 avril 2021, le gouvernement japonais a décidé de commencer à rejeter à la mer, dans deux ans, l’eau radioactive stockée dans des réservoirs sur le site de la centrale nucléaire de Fukushima Daiichi. Il s’agit d’une décision unilatérale prise par le gouvernement, sans tenir compte des plans alternatifs proposés par la société civile et les experts, et en ignorant de nombreuses objections, notamment celles du secteur de la pêche.

Pour défendre cette décision, les pro-nucléaires évoquent souvent les arguments suivants : « L’eau contaminée est rejetée à la mer par les centrales nucléaires même en fonctionnement normal », ou  » A l’étranger, le volume beaucoup plus important d’eau contaminée est rejeté. Pourquoi critique-t-on seulement les rejets de Fukushima Daiichi?

Alors, que pensent à ce sujet les groupes de la société civile, les experts  et les militants de la cause environnementale d’autres pays, concernés par les installations nucléaires ?

Qu’en est-il de l’usine de La Hague, en France, qui est le plus souvent citée à propos des rejets dans l’océan? Qu’en est-il des Grands Lacs en Amérique du Nord, où le tritium est un sujet brûlant ? Qu’en est-il des risques sanitaires à l’étranger ?

Nous mettrons en ligne leurs messages vidéo dans une série sur la chaîne YouTube de Yosomono Net, Réseau international de ressortissants japonais pour la sortie du nucléaire dans lequel participe Nos Voisins Lointains 3.11.

Nous devons arrêter ce projet nuisible à l’environnement et antidémocratique du gouvernement japonais. Nous devons nous battre pour protéger l’océan qui appartient à tous les êtres vivants.
